RENEWED INTEREST FOR ECONOMIC RESURGENCE IN NORTH [OF SRI LANKA]- DR. AHILAN KADIRGAMAR

Q. There is a view that the Northern populace has strong connections to the Tamil diaspora and therefore more support can be forthcoming. What are your views?
A. In my own research, I have found that it is only a very small population in Jaffna who have strong connections to the diaspora resulting in regular remittances. In the peripheral regions of Jaffna, and in places like Mullaitivu or Kilinochchi, people don’t get remittances.
Q. The Government in its Budget 2018 allocated over Rs. 12 billion for the Northern economy and proposed a number of measures to develop the region. Would these initiatives be enough to uplift livelihoods?
A. Yes, 2018 is a crucial year and we are almost halfway through it. There are a number of budget proposals this year to address these issues. But just from this budget alone, we are not going to be able to address the larger economic crisis in the North.The Government’s initiatives to invest in the North this year are an opportunity but we need to have an integrated approach.
As far as the Government is concerned, there have been a lot of investments in co-operatives this year. The government is investing Rs. 1,500 million where Rs. 1,000 million is for producer co-operatives and Rs. 500 million to address the debt issues through credit co-operatives. But, there needs to be a capacity building for co-operatives. That is where the donors can support.
There should also be capacity building for the various provincial structures to prepare the way for the new Provincial Council after the current term ends in September. There needs to be a balanced development vision for the North. It is primarily rural, there are sections of society that are completely left out, youth pose a challenge and the women are a huge asset.
Q. The fisheries sector in the North had been affected by the Indian fishing dispute in the Palk Bay region. What is the current situation on this?
A. The Indian trawling problem that lasted for many years is now slowly coming under control because of the initiatives of this Government. The President came out quite strongly in 2015 to address it and then the Foreign Minister in 2016 held talks with the counterpart External Affairs Minister, Sushma Swaraj and the two fisheries Ministers.
The fishermen say there has been a reduction partly due to the vigilance of the Navy. There are also moves by the Indian side to decommission or convert the trawlers. But, nevertheless, if you look at the fisher communities over the last eight years, their co-operatives have declined. If their fish catch declines, their revenues decline. They normally give 5% of their revenues to run the co-operatives. When they don’t have the revenues for that, the whole structure starts to collapse. So, now this is also a time to rebuild those fisher co-operatives.
Q. What exactly is the strategy to develop the Northern region?
A. If you take fisheries in Jaffna for example, there are 119 fisher villages – which equates to 119 fisher co-operatives in Jaffna. We cannot invest in every one of those co-operatives. The strategy that some of us are proposing is to invest in the small federations called ‘Samaasam’ (Union) in each region. For example, Karainagar Island, the Mullaitivu coast, Vadamaarachchi East in Jaffna all have a Samaasam each.
So the strategy is to build those ‘Samaasams’ and through them strengthen the cooperative societies. If that is done, they can also provide credit to the fishermen like nets, ice and fuel and in turn the fishermen can auction their fish through the ‘Samaasam’. The Samaasam can also intervene to ensure that the fishermen fetch a good price. So, we have to think of new ways of addressing the economic crisis in the North by breaking them down into sectors.
Q. What are the plans proposed for the agricultural sector?
A. For the agriculture sector, the biggest external shock right now is the drought and water problems. We are proposing drip irrigation as the alternative. There have been pilot programs on drip irrigation including ones with the support of the Office for National Unity and Reconciliation, to assist farmers in Kilinochchi, Jaffna and Matara. With drip irrigation, water usage can be cut down to about 40% or 30% while fertiliser use can also be saved by about 50%. On the other hand, yield can go up by about 50% to 100%. But for all this, farmers have to be trained along with the introduction of the drip irrigation systems. It not only requires investment but also capacity building.
Q. Palmyrah trees are what characterise the North and these trees are seen in the region in abundance. What opportunities lie with Palmyrah?
A. Yes, Palmyrah is an important resource in the North, and it is actually the oppressed caste communities who have historically been involved in palmyrah-related work. It can also be developed as an export product. Right now, it is mainly limited to toddy and arrack etc. When toddy is not drunk, it is distilled into arrack. But the palmyrah fruit is another natural resource in the North. We can develop new foods, for example, even the palmyrah root (Panang Kilangu in Tamil) is nutritious for people who are concerned about gluten.
Next, odiyal flour (dried palmyrah root) may also have export potential. Out of odiyal flour you can make soups. There needs to be a lot of research and development on this front. The Palmyrah Development Board and the Palmyrah Research Institute are working on such research and development, but we need to accelerate such efforts to enable investment.
Q. What is the future of industries in the North?
A. Well, if you take a district like Mullaitivu where 10% of the households do not have access to electricity because they don’t live close enough to the grid, solar energy would be a solution.
So, to introduce solar, rather than importing the ready made solar equipment – if a basic solar panel assembly plant can be set up in the North instead, then it could be the kind of thing that will interest young people. Another idea is the assembly of very basic electronic goods.
If the donors or the Government could set up incubators so that the state first takes ownership and creates places where people can come and learn these technologies for some production, then others can replicate such production.
Q. How about opportunities for youth in the field of Information Technology?
A. IT and software development in the North are constrained by the limitations in education. With the war, we have become an educationally backward province. Although historically, Jaffna was considered to be advanced in English language ability and education, the three decades of war have undermined this legacy. So, there needs to be much more time and investment to advance education. But, we should be able to explore other kinds of small industries.
Q. What is the update on the housing reconstruction programs in the North?
A. We have been waiting for the housing projects to take off. However, in Jaffna most of the land is private land, and about 10% of the population are completely landless. They don’t even own 10 perches of land to make them qualify for a housing grant from the government. They are the bottom 10% of our society. So, when the bottom 10% does not get a housing grant from the Government, it is an unfortunate situation. There needs to be some initiatives by the Government to address that including the possibility of the acquisition of private land by the state as state land is scarce in Jaffna.
Over the last three years, the great demand for houses for the war-affected people has not been addressed. There have been proposals, but nothing has moved, not to mention the ‘disastrous’ 65,000 pre-fabricated steel houses proposal which was completely unsuitable for the North.
Q. In what ways can the proposed housing schemes assist people in improving their livelihoods?
A. The Indian Housing scheme for 50,000 houses through a grant of US$ 225 million created a huge stimulus locally, where fishermen and farmers who could not make a living, switched to mason work and wage labour. Every house built provided one man a year of direct income. That is, if it is built with local labour. So, if these planned houses in the future are also built in this way, incomes will circulate locally. If house construction items like roofing tiles and carpentry products can be sourced locally, it will create further demand for employment. This is the kind of stimulus needed to get people out of the indebtedness crisis.
Q. What would be the role of women in the development of the North?
A. The development of the North depends on women’s participation on contribution. If you look at University entrance, women are the majority. The same goes for state employment. However, there are also women with dependants, those taking care of elderly parents and children on their own. Therefore, opportunities should be created for them to lead a balanced life. Here, women co-operatives might be a way because women in such co-operatives can determine the duration and time of work.
Q. What is the status of youth unemployment in the North? Are you concerned about the drinking habits of the unemployed youth?
A. Youth unemployment numbers are very high in the North. The opportunities available for the youth are limited. If they go for day wage labour, they will have work on the first day and maybe not for the next two or three days. There is a lot of irregularity. With all the displacement and decades of war, people have been living an irregular life. Only if there is permanent or regular employment, young people will also gain the discipline of going to work every day and get into such a working culture. Some of the social problems are linked to such high unemployment, but in my view, issues like drinking have been overplayed.
Q. In conclusion, what should be the approach for development?
A. Indebtedness in the North is presently a major obstacle for economic development. There is also now a clearer picture of the various economic problems in the North, and the people are also keen to address such problems.
On the other hand, there needs to be much more support from the Government and the donors, but the people on the ground should lead the development process. A top down approach never works.

MPUNITY IN SRI LANKA AND THE COMMISSIONS OF INQUIRY INTO DISAPPEARANCES OF PERSONS – M.C.M. IQBAL

The violation of the language rights following the enactment of Official Languages Act No. 33 of 1956, started the process of human rights violations of the Tamils of Sri Lanka which eventually led to the pogroms against them in 1958, 1977, 1983 and the massacres of 2008 -2009.

71 onwards

To understand the upsurge of impunity and disappearances of persons in the country, there is a need to look at the insurgency of Sinhala youth in 1971 which was brutally suppressed by the police and security forces of the Government. An estimated 65,000 Sinhala youth perished in the process. That was one of the occasions that the military and the police of Sri Lanka had, practice torture, abductions and summary executions their own youth and gain experience in these methods of suppressing dissent with the tacit approval of the government.
Since there had been no investigations into those incidents and no one was held responsible any of those incident, except for the case of a beauty queen from Matara being marched nude along the streets before being brutally killed. That is the period when the culture of impunity germinated in the minds of the police and security services personnel.

The mid 1980s

The mid 1980s saw a similar but more wide spread discontent among the Sinhala youth known as JVP ers. The prime reason for that was the economic policies of successive governments which failed to quench their thirst for jobs by the educated youth. The turbulence caused by them reached a boiling point in 1987 when the Indo-Lanka Accord was signed as the JVP thought this accord which was
to create Provincial Councils with devolved power, would lead to a division of the country into two. Their rioting went berserk making it virtually impossible for the rulers to control them and govern. Having failed in its attempts to appease the JVPers the Government, had to give a free hand to the police and security forces to deal with the JVP rebels, using whatever means they thought necessary to subdue them. By this time the impunity that had been sown in the minds of the police and the security services personnel during the insurgency of 1971 had grown to alarming proportions. There were instances of heads of JVPers being severed by the security forces and displayed in prominent junctions to scare the people of the area and deter fresh recruits to the JVP. Abductions, torture, killings and causing
disappearances of persons suspected to be members of the JVP or its supporters, became the order of the day between 1985 and 1995. This period is known as the ‘period of terror’ in the South. These incidents reached a peak during the Parliamentary and Presidential elections of 1989 and 1990. It is estimated that more than 60,000 Sinhala youth had been killed during that period. The culture
of impunity had by then matured and had become endemic among the police and the security forces of Sri Lanka.

CBK commissions 

It was during this climate that Chandrika Bandaranaike, got elected in 1994 as the President of Sri Lanka. To honour an election pledge she had given to bring impunity and violence to end, she appointed three Commissions of Inquiry into Disappearances of Persons on a Zonal basis and another with All-Island jurisdiction in 1998. The latter was to deal with the 10,000 odd cases left un-inquired by the Zonal Commissions.
Commissions of Inquiry in Sri Lanka are fact finding bodies and have no judicial power. Their task was to conduct inquiries and investigations into the complaints received in terms of their Mandate, which expected them, inter alia, to elicit ‘credible material indicative of the persons responsible’ for the disappearances of the persons concerned They have to arrive at conclusions after inquiries and
investigations based on a balance of probabilities and not look for evidence beyond reasonable doubt. Such Commissions are obliged to report their finding back to the President on the matters in their terms of reference. The law gives the option to the President to keep all the contents or any part of their Reports from being made public. Implementing any recommendation of such Commissions is at
the sole discretion of the President. Consequently not everyone is aware of the contents of these reports, in full. They do not even know the names of the persons against whom credible material indicative of their responsibility for the disappearances had been found. The lists included not only those of police and security forces personnel but also of politicians and civilians. (This information is known to the writer as he was the Secretary to two such Commissions of Inquiry). Their names were never made public and hardly any action had been taken so far against any of them based on the findings of these Commissions. In fact some of those whose names are in the lists of these Commissions, are in key positions today in various establishments under the State.

Mass graves and torture chambers

These Reports also contain credible evidence received by the Commissions about mass graves and torture chambers that had existed during the relevant period. While villagers living nears the spots where the graves exist had given evidence and victims of torture who had later escaped being caused to be disappeared had appeared before the Commissions and given vivid evidence of the manner in which
they had been tortured and the names of those who were in charge of such chambers. Yet, so far no action whatsoever has been taken with regard to those matters. The victims of torture who gave evidence before the Commissions continue to live in despair. Some of them had been maimed during the course of the torture.
These gave a further boost to the impunity of the police and security forces personnel concerned who became bolder and continued the violations with rank impunity during subsequent operations against the militancy in the North and East.
If in spite of the evidence on such matters provided to the Commissions by the victims themselves who are Sinhala youth, had not been acted upon, what would happen to any evidence that may come to light in the course of any investigation in the future into what had happened to the Tamils during the
conflict, is not difficult to surmise.
Thus it could be seen that the purposes for which Commissions of Inquiry into disappearances of persons, had been appointed, were not realised. But they helped the Government to respond to questions from the victims, persons who were concerned about them and the international community, saying that they have set up mechanisms to deal with their issues and side track the queries.
Another benefit that the Governments which succeeded that of President Chandrika Bandaranaike had from the Reports of the Commissions she had set up was, that they had a ready reckoner in the list of perpetrators provided in the Reports to find the names of the Police and Military personnel who were adept in causing disappearances of persons and use them for many of such incidents that took place during the successive regimes.
The Mahanama Thilakaratne Commission and the Udalgama Commission appointed in 2006 and 2013 respectively suffered the same fate as the Commissions already mentioned. When the Udalagama Commission was appointed in 2006 to inquire into high profile human rights violations, to allay the
fear of such Commissions going to be a farce, the government invited a group of Independent International Group of Eminent Persons to ensure the inquiries of that Commission are conducted according to international norms and standards.

The IIGEP

In spite of that this Commission too flopped. This is what the IIGEP had to say in their final Report on this matter “the absence of political will and (the) institutional inability of Sri Lanka to conduct human rights inquiries in accordance with international norms and standards”. Eventually IIGEP had to abort it’s mission. The Commissions terms too was ended before they could finish their task.
This view of the IIGEP is applicable to the recommendations of all the commissions that had been appointed by successive Governments in Sri Lanka on issues relating to human rights. In the circumstances it is no surprise that the police and the security forces acted with utter impunity in their military operations relating to the massacre of civilians during and after the war that ended in 2009. The Panel of Experts appointed by the UNHRC after the conclusion of the war had this to say – “the conduct of the war represented a grave assault on the entire regime of international law designed to protect individual dignity during both war and peace” . In spite of such statements the Government of Sri Lanka
always maintains it is a matter of internal affairs and denies the need for an independent investigation into war crimes allegations. In fact the current President has stated on more than one occasion that he will not allow anyone to take legal action against ‘the war heros of Sri Lanka’ . Will not such statements
glorifying the security forces foster impunity ?
Let us now have a look at some of the constitutional mechanisms available in Sri Lanka to victims of human rights violations to obtain relief. The fundamental Rights Chapter of the Constitution of Sri Lanka includes some of the key human rights spelt out in the UN Charter on Human Rights. That includes, inter alia, the right to be free from torture, freedom from arbitrary arrest, presumption of
innocence until proved guilty by a due process of the law, and even the right of all persons to equal protection of the law. In spite of these provisions in the Constitution those are the very rights that have been grossly and blatantly being violated in Sri Lanka, then and now.

Prevention of Terrorism Act

Another provision in this chapter which says these rights could be denied while laws relating to public security are in force, gives the Government the justification for their actions. It is no secret that during a major part of the period of the conflict and thereafter, the abhorrent Emergency Regulations and the obnoxious Prevention of Terrorism Act were in force. These were universally condemned and as a consequence the Government ostensibly withdrew the Emergency Regulations and stealthy included the undesirable provisions of the Regulations into the Prevention of Terrorism Act. That Act continues to be in force still, in spite of an undertaking given by the Government to the UNHRC that this law would be
repealed as soon as possible. Another such law is the Torture Prevention Act of Sri Lanka which was enacted following Sri Lanka acceding to the Torture Convention in 1994. The intention of this Act to prevent torture was nullified by the government including a provision in the Act stating that any case against a police or military personnel on allegations of torture could be only filed by the Attorney-General. The in-effectiveness of these mechanisms to deal with perpetrators of human rights violations too, contributed to the upsurge of impunity among the perpetrators.
During times of the Universal Periodic Review on the progress of dealing with human rights situation in the country, Sri Lanka has always painted a rosy picture. Every time Sri Lanka has made promises of progressively improving the situation. Often the Government has also been taking measures that gave a
deceptive impression to the international community. A typical example of such an action is the creation of an Office of Missing Persons (OMP) almost two years after the law relating to it was enacted. On the face of it, this Office appears to honour the pledge to set up a mechanism to deal with issues of the victims of disappearances of persons that had taken place during the conflict. A closer look at
the various provisions show, that it is a flawed institution. Among the matters in the law that makes one think so, inter alia, is the fact that its proceedings are to be extremely confidential; the findings of the OMP should not lead to any civil or criminal action against any perpetrator identified; the funds of the OMP are going to be from the Consolidated Fund which is directly under the control of the Secretary to the President; and the term of the members of the OMP being limited to three years and are eligible to be re-appointed, would prevent them from making any findings that would make the Government unhappy which would lead to a refusal of the members being re-appointed. Besides the offence of disappearances of persons is still not in the Penal Code of Sri Lanka nor is the concept of command responsibility. Consequently acting with impunity is the norm even today.

UNHRC Resolution 30/1

The UNHRC too appears to be gullible to undertakings by the Government and continues to give time to the Government to comply with the agreed provisions of UNHRC Resolution 30/1. Even the EU is guilty of such a generosity as it withdrew the ban of the tax concessions given to Sri Lanka believing false pretences of improvements in the human rights situation in the country. In view of this, it is inevitable that impunity will persist in the operations of the police and the security forces personnel. In fact many have left the country after the assumption of a new Government in January 2015 and sought refuge in UK and other countries after having been victims of torture.
It is time the international community recognises and understands the dynamics of human rights violations in Sri Lanka and the deceptive statements the government issues, and ensures the rights of those victims of violations are protected, even by recourse to the principle of the UN’s Responsibility to Protect.

கி.மு.6000 ஆண்டுகளுக்கு முன்பிருந்தே தமிழர் அங்கு வாழ்ந்தனர். “Comparison of Badalian and primitive Indian Races” என்ற நூலில் பிரெந்தர் ஸ்தொதியார் என்ற ஆய்வாளர், 1927ல் எகிப்தில் தோண்டியெடுக்கப்பட்ட மண்டை ஓடுகள் தமிழர்களுடையவை என்பதை ஆய்வு மூலம் உறுதி செய்யப்பட்டுள்ளதாகக் கூறுகிறார்.
நைல் நதிக்கரையில் வாழ்ந்த ஜெர்சியர்கள் தமிழர் மரபில் வந்தவர்கள் என்று ஒக்ரான் (Autran) என்ற ஆய்வாளர் உறுதி செய்கிறார். நைல் நதி என்பதும் ஒரு தமிழ் வார்த்தை தான். நீல நதி என்பது தான் நைல் நதியாக திரிந்துவிட்டது. தமிழர்கள் நீல நதி என்று சொன்னதைத்தான் அப்படியே Nilo (நீலோ) என இத்தாலியிலும், அதை Nile (நைல்) என்றுஆங்கிலத்திலும் சொல்லப்படுகிறது.
இறந்தவர்களை புதைப்பது தமிழர் மரபு. எரிக்கும் இடம் சுடுகாடு, புதைக்கும் (இடும்) இடம் இடுகாடு.
எளிய மனிதர்கள் இறந்தால் சிறுகுழி வெட்டி அதில் இட்டு புதைப்பர். அதற்கு சிற்றிடு (சிறு +இடு) என்று பெயர்.
அரசன் போன்ற உயர்நிலை மக்கள் இறக்கும்போது, பெரும் அளவில் கட்டடம் எழுப்பி அதில் இடுவர். பெரிய அளவில் இடப்படுவதால் (அடக்கம் செய்யப்படுவதால்) அது பெரும்+இடு = ”பெருமிடு” என்று அழைக்கப்பட்டது. அதுவே பிரமிடு என்று ஆனது.
ஆக, பிரமிடு என்பது தூய தமிழ்ச்சொல். தூயத் தமிழ்ச் சொல் ஆளப்பட்ட இடம் தமிழர்கள் வாழ்ந்த இடமாகும் அங்குக் கட்டப்பட்டதும் அவர்கள் கட்டியவை என்பது உறுதியாகிறது.
Edward pokoke (1604-1691) என்ற ஆய்வாளர், Indian in Greece என்ற நூலில் சிந்து சமவெளி மக்களும், எகிப்தில் வாழ்ந்தவர்களும் ஒரே இனமக்கள், அவர்கள் சிந்து வெளிப் பகுதியிலிருந்து, பெர்சிய வளைகுடாவைக் கடந்து Oman, Hadramont, Yeman கரை வழியாக எகிப்து, நபியா, அபிசினியா பகுதியில் பரவினர் என்கிறார். சிந்து சமவெளி பகுதியிலும் தமிழ் நாகரிகம் இருந்ததற்கான பல ஆதாரங்கள் உள்ளது….

இராஜ இராஜனை இன்றும் வசை மொழிகள்

இராஜ இராஜனை இன்றும் வசை மொழிகள் கொண்டு சபித்துக் கொண்டிருக்கும் ஒரு சாராரும் இதேத் தமிழகத்தில் இன்றைக்கும் உண்டு எனில் அந்தப் பின்புலத்திற்கும் காரணமில்லாமல் இல்லை. ஏனெனில் இராஜ இராஜனால் தான் அவர்காலத்தில் தான் சாதியப் படிநிலைகளின் கொடூரம் வலங்கைச் சாதிகள், இடங்கைச் சாதிகள் என நூற்றுக்கணக்கில், ஆயிரக்கணக்கில் பிரிக்கப்பட்டுச் சிதைக்கப்பட்டதெல்லாம் அவர்காலத்தில் தான், அதன் உச்சத்தைத் தொட்டது, சாதியப பிரமிடின் உச்சாணிக் கூர்மூனையில் கொண்டு போய் பிராமணர்களை மிக உயர்த்தித் தூக்கிக் கொண்டு போய் வைத்தது, அதிலும் மிகக் குறிப்பாக முதலில் தாசிகளில் சதிராட்டம் என்ற நாட்டிய, ஆடல் பாடல் சாதிகளாய் இருந்த பழைய தமிழ் தாசிகளின் இடத்திற்குப் போட்டியாக நுழைந்த வெள்ளைத் தோல் தாசிகளை அங்கீகரித்து அவர்களுக்கு தமிழ் சமூகத்தில் மிக உயரிய அந்தஸ்த்தை அளித்தது என இராஜ இராஜன் மேலும் இன்றைய சமூகவியல் அறிஞர்கள் மத்தியில் இத்தகையக் கடுமையான விமர்சனங்கள் உண்டு.
பெரும் மக்கள் திரளினராக, ஒரு முழு இனக் குழு சமூகமாகத் தமிழ் உட்படத் எந்த ஒரு திராவிட மொழியினச் சமூகமும் வெள்ளைத் தோல் ஆரியர்களோடு சமத்துவமான முறையில் பெண் கொடுத்து, பெண் எடுத்துக் கலந்திருந்தால் இன்றைய சாதிய சமூகச் சிக்கலே வந்திருக்குமா?! என்பது சந்தேகமே! அப்படியே வந்திருந்தாலும் இன்றைக்கு இருப்பது போல, இவ்வளவு கடுமையாக எல்லாம் வளர்ந்து இருந்திருக்குமா?! என்பதெல்லாம் ஒரு வகையில் சந்தேகமே! குறைந்த பட்சம் கறுப்புத் தோல் திராவிட மன்னர்களுக்கு, ப்யூர் வெள்ளைத் தோல் ஆரிய மன்னர்கள் எவருமேயே பெண் கொடுத்து எடுத்திருக்கிறார்களா?! என்றால் இந்த விதிக்கு ஒருவேளைக் கேரளம் மட்டுமே விதிவிலக்கோ என்னவோ?! மகா பாரத காலத்திலேயே இந்தத் துணைக் கண்டத்திலேயே வட ஹிந்தியாவோடு மண உறவுகளைப் பேணிய ஒரே திராவிட அரச குலமாகவும் பண்டைக் கால மூவேந்தர்களில் ஒருவராகிய சேர அரச குடும்பங்கள் மட்டும் தான் விளங்கினவோ என்னவோ?!
(அது கூட குழந்தை இல்லாத பாண்டுவுக்கு குழந்தைப் பேற்றுக்காகக் கூடுதலாக இன்னொரு மனைவியாக குந்திக்கு ஒரு சக்களத்தியை போல மாத்ரி என்ற சேர தேச இளவரசியை இங்கிருந்து அங்கு அஸ்தினாபுரத்திற்கு பெண் எடுத்துச் சென்றிருக்கிறார்களே ஒழிய பெண் கொடுத்ததாய் ஏதும் தெரிய வில்லை. மேலும் பாண்டுவும், திருதராஷ்டனுமே கூட ஒரு வகையில் மீனவ குலப் பெண்ணான சத்தியவதியின், இன்னொரு மகனான வியாச முனிவருக்குப் பிறந்தவர்களாகையால், அஸ்தினாபுரத்துக் குரு வம்சம் என்பது குறைந்த பட்சம் சத்தியவதி காலத்திலிருந்தாவது மீண்டும் கறுப்பு மக்களின் குருதித் தொடர்புடையதாய் மாறியதாலோவோ என்னவோ, விசித்திர வீர்யனனுக்கு அன்றைக்கிருந்த 56 தேச அரசர்களும் பெண் கொடுக்க மறுத்ததினாலேயே சத்தியவதி பீஷ்மரின் மூலம் காசி தேசத்தின் இளவரசிகளை சத்திரிய தர்மப்படி கடிமணம் எனப்படும் போரிட்டுக் கவர்ந்து வருமாறு கட்டளையிடுகிறார். ஆனாலும் அந்த மணமுயற்சி அரசியலரங்கத்தில் பீஷ்மரின் புஜ பலத்தால் வெற்றியடைந்தாலும், அந்தரங்கத்தில் பள்ளியறையில் தோல்வியே காணுகிறது. விசித்திர வீர்யனால் அஸ்தினாபுரத்திற்கு வாரிசு எதையும் உருவாக்க முடியாமலே இறந்து போக, வாரிசு இல்லாத தேசம் அன்றைய வழக்கப்படி மற்ற சத்திரிய மன்னர்களால் கவர்ந்து கொள்ளப்படும் அபாயம் சூழ்ந்து கொள்ளவே பீஷ்மரையே அந்தக் காசி தேசத்து இளவரசிகளை மணக்கக் கூறி வேண்டியும் பீஷ்மர் தான் பூண்டிருந்த பிரம்மச்சர்ய நெறி காரணமாக மறுக்க, வேறு வழியே இல்லாது பராசர முனிவருக்கும் தனக்கும் பிறந்த தனது முதல் மகனான வியாசன் மூலம் காசி தேசத்தின் இளவரசிகளுக்கு நியோகம் புரிய விடுகிறார். அப்படி வியாசரின் நியோகக் குழந்தையாய் பிறந்தவர்களே திருதராஷ்டிரனும், பாண்டுவும். அதில் பின்னாளில் பாண்டுவுக்குக் கட்டிய இரண்டாவது மனைவியும், பஞ்ச பாண்டவர்களில் நகுல சகாதேவனின் தாயாருமான மாத்ரி மலையாள தேசத்தவரே. அதனால் தானோ என்னவோ தெற்கில் இன்றைக்கும் கேரள மாநில பிராமண இனத்தவர்களுக்கு ஒரு லாபி இன்றைக்கும் இன்றைய டெல்லி அரசியலிலும் (மிக ஆதி காலத்திய அந்த உறவின் ஒரு தொடர்ச்சி இழையைப் போல) தொடர்கிறதோ என்னவோ?!
ஆனால் உயிரோடு உள்ள சுந்தர் பிச்சையின் மதிப்பு என்னவோ அமெரிக்க முதலாளித்துவத்திற்கு மட்டுமே தெரிந்த ஒன்றாக உள்ளது தான் நமது சாபக்கேடு.
இப்பொழுது புரிகிறதா?! சாதியின் வலிமை எவ்வளவு என?! நாம் நினைக்கும் அளவுக்கு சாதி ஒன்றும் அவ்வளவு கொடியதும் அல்ல. நல்லதும் அல்ல. சாதியை உள்ளது உள்ளபடி பார்த்துணர்ந்து புரிந்து கொள்ளும், சமூக அறிவியல் பார்வை மட்டும் இருந்தால் போதும், நம் தமிழகம் மட்டுமல்ல, தமிழகம் உள்ளடக்கிய ஹிந்தியமும் கூட உலக அரங்கில் எங்கேயோ போய் விடும். ஆனால் சுந்தர் பிச்சையைத் தக்க வைத்துக் கொள்ளும் அந்த யோக்யதை ஏன் 130 கோடி இந்தியர்களுக்கும் இல்லாமல் போனது என்பதில், சாதியத்துக்கும், மதத்துக்கும், இந்திய அரசியல் களத்தின் சீரழிவுக்கும் எவ்வளவோ நல்ல தொடர்புகளும் உண்டு, கள்ளத் தொடர்புகளும் உண்டு என்பதைத் தான் நாம் ஹிருதய சுத்தியோடு ஒத்துக் கொள்வதேயில்லை. அதிகம் விளக்கவும் தேவையில்லை!
அது நம் அனைவர்க்குமே தெரிந்த உண்மையே. பிரதான சிக்கல் முடிச்சு எங்கே உள்ளது?! எதை அவிழ்த்தால், ஒரு மிஷின் தையலைப் பிரிப்பதைப் போல, மிக எளிதாக, லாவகமாக மொத்தச் சிக்கல் முடிச்சுகளையும் பிரிக்கலாமோ அந்தப் பிரதான முடிச்சை விட்டுவிட்டு, யானையைத் தடவிய குருடர்கள் கதையைப் போல இந்தியச் சிக்கல்களை சிலர் பொருளாதார வழியிலும், சிலர் அரசியல் சுதந்திரத்தின் வாயிலாகவும், இன்னும் சிலர் மதத்தின் வாயிலாகவும் என ஆளாளுக்கு யானையின் ஒவ்வொரு பாகத்தைத் தடவிப் பிடித்த, யானை தடவிய குருடர்கள் கதை போலத் தான் தடவிக் கொண்டுள்ளோம்.
விந்தியமோ ஹிந்தியமோ இத் துணைக் கண்ட முழுக்க இருக்கும் எல்லாப் பிராமணர்களுக்கும் தாய் மொழி வேண்டுமானால் வேறு வேறாக இருக்கக் கூடும். ஆனால் தந்தை மொழி என வரும் போது ஒரு காலத்தில் சமஸ்கிருதம் அவர்களது இணைப்பு மொழியாக இருந்தது. இன்றோ அந்த சமஸ்கிருதத்தோடு ஏற்பட்ட தமிழ், திராவிட, உருது, ஐரோப்பிய மொழிக் கலப்பு காரணமாக அது இன்று ஹிந்தியாக உருமாற்றம் கண்டுள்ளது. பிராமண துவேஷத்தை, வெறுப்பை நெருப்பாய் கக்கும் வினவு.காம் போன்ற தளங்கள் என்றைக்குத் தான் ங்களது வெறுப்பு நெருப்பின் உமிழ்வைக் குறைப்பார்களோத் தெரியவில்லை. அவர்களது வெறுப்பு நெருப்பிலும் அவர்களுக்கே உரித்தான தார்மீக நியாயங்களும் இல்லாமல் இல்லை. அதே நேரம் அவர்களிடத்தும் கபடம் இல்லாமலும் இல்லை. ஆனால் தங்களிடம் கபட வேடத்தின் ஒரு அணு கூட இல்லை என்பது போன்ற அவர்களின் வேடம் என்னவோ மிகையே.)
……….. அவரவர் தாய்மொழிப் பின்புலமும் மதமும் கூடக் கணக்கில் எடுத்துக் கொள்ளப்படும் என்றே எண்ணுகிறேன். பழைய காலங்களில் இந்த விந்தியத் துணைக் கண்டமெங்கும் மொழியைக் காட்டிலும் மதத்தைக் காட்டிலும் சாதிக்குத் தான் வலிமை அதிகம் இருந்திருக்கிறது. நீ எந்த மொழியைச் சேர்ந்தவன் என்பதைக் காட்டிலும், மொழி எதுவாகவோக் கூட இருந்து விட்டுப் போகட்டும் சாதி எந்த சாதி என்று தான் அதிகம் பார்க்கப்பட்டது. ஒரு குறிப்பிட்ட சாதியில் பிறப்பது எப்படி உயர்வாகவோ, அல்லது தாழ்வாகவோ, பார்க்கப்பட்டதோ அது, அதாவது ஒரு மனிதனின் பெருமை பொருளாதாரம் அல்லாத காரணிகளால் அளக்கப்படும் போது, அது சாதி கொண்டே அளக்கப்பட்டது. ஆனால் அது இனி வரும் காலங்களில் சாதியைக் காட்டிலும் அந்த சிறப்பு அதிகம் மொழிக்கு அளிக்கப்பட வாய்ப்புகள் இருக்கிறது. மதம் கூட இங்கு சற்று பின்னணிக்கே சென்றாக வேண்டும். ஏனெனில் மதங்களுக்கு அந்த யோக்யதை அருகதை இல்லை என்பது இன்று நம் எல்லோருக்குமே தெரியும். மதங்களின் யோக்யதை அப்படி அந்தளவுக்குச் சீரழிந்து கிடக்கிறது.
எந்த ஒரு சாதியும் அது தனது மொழிக்கு, பண்பாட்டுக் கலாச்சாரத்துக்கு எந்தளவுக்கு ஓரு சிறப்புப் பங்களிப்பை செய்துள்ளது. அப்படி ஒரு சிறப்புப் பங்களிப்பை அளிப்பதன் வாயிலாக அதன் மதத்துக்கும் எந்தளவுக்கு ஒரு சிறப்பைச் சேர்த்து வைத்துள்ளது அல்லது இழிவைச் சேர்த்து வைத்துள்ளது என்பதுவும் கூடக் கூடவே சேர்த்துக் கணக்கில் எடுத்துக் கொள்ளப்படும். அதன் உயர் சாதித் தன்மைக்குரிய நிறம், பொருளாதாரம் இருந்தால் மட்டும் போதாது, எந்த மொழி, மதக் குடும்பத்து நபர் இவர்?! என்பதுவும் கூடவே சேர்த்துக் கணக்கில் எடுத்துக் கொள்ளப்படுவர்? நீங்கள் எந்தக் கண்டத்தையோ, நாட்டையோ, மொழியையோ, இனத்தையோ, மதத்தையோ சார்ந்தவராய் கூட இருந்து விட்டுப் போங்கள் ஆனால் நிறங்களைப் பொறுத்த வரை நிறங்களின் இந்த 5 வகைப் படிநிலையில் நீ எந்த வகைப் படிநிலையில் உள்ளாய்?! பொருளாதாரப் படிநிலையில் எந்த இடத்தில் உள்ளாய், (இந்தியாவுக்குள் நீ எந்த சாதியிலிருந்து, வந்துள்ளாய் எனப் பார்க்கப்படுவதைப் போல உலகு தழுவிய அளவில்) எந்த மொழி, மதக் குடும்பத்திலிருந்து வந்துள்ளாய்? என்பதைப் பொறுத்து தான் ஒரு புதிய வகைப்பட்ட Globle cast system ஒன்றும் உருவாகியே தீரும்.
அந்த வகையில் குறிப்பிட்ட சில (அடிமை) மொழியினங்களுக்கிடையே இந்தப் போட்டி ஒரு சாதியப் போட்டியைப் போல் மொழிகளின் போட்டியாகவும் விரிவடையக் கூடும். ஒரு மனிதனது சாதிய அடையாளம் என்பது கடைசியில் அவனது இன, மொழி, மத அடையாளம் என்பதாகவும் விரிந்த பொருளில் விரிவடைந்து உருமாறக் கூடும். ஆனாலும் கடைசி வரை சாதி என்பது இனத்துக்கான அடையாளக் கூறுகளில் ஒன்றாகவும் தொடர்ந்து நீடிக்கவும் ஒரு வாய்ப்புள்ளது. ஒரே மொழி, நிறம், பழக்கவழக்கம், பண்பாடு, வழிபாட்டுக் கலாச்சாரம், வாழ்வியல் நிலப்பரப்புக் கொண்டவர்களைக் கூட எப்படிப் பல்வேறு சாதியத் தீவுகளாய் இந்த நிற பேதம் சிதறடித்ததோ, அதே போல பல்வேறு சாதிகளின் உண்மையான கடினமான கூட்டு உழைப்பு, தியாகங்கள், மற்றும் ஒற்றுமையுணர்வு, சகிப்புத் தன்மை, விவேக ஒற்றுமையுடன் கூடிய கூட்டு நடவடிக்கைகள் வாயிலாகவே, கடும் பங்களிப்புகளின் வாயிலாகவே தான் இனி ஒரு மொழி உயிர் வாழ்வதும் அழிவதும் என்பதுவும் நடக்கும்.
ஆக சாதிகளின் அழிவு என்பது ஒரு வகையில் மொழிகளின், இனங்களின், மதங்களின் அழிவும் கூட. ஹிந்திவாலாக்கள் ஏன் அலறுகிறார்கள் மதரீதியிலான கூப்பாடு போகிறார்கள் என இப்போது புரிகிறதா?! விந்திய, ஹிந்தியத் துணைக் கண்டத்தில் தாழ்வுற்ற (கருப்பர் இன) மொழிகளெல்லாம் சாதிய நிறப் பிரிவுகளினாலேயே தாழ்வுற்றது. ஆக ஒரு மொழியை எது சிதைத்ததோ அதுவே இனி அதன் மீட்சிக்கும் ஒரு விதத் தார்மீகப் பொறுப்பேற்கக் கடமைப்பட்டுள்ளது. அந்த வகையில் உலகிலுள்ள ஒவ்வொரு மனிதனும் அவனவன் தாய்மொழிக்கு விசுவாசம் காட்டினாலேயே தாய் நாட்டுக்கும் தனது மொத்த மொழியினத்துக்கும், மதத்துக்கும் விசுவாசம் காட்டியவனாவான். (ஆதியில் தாய்க்கு ஒரு மொழி, தந்தைக்கு ஒரு மொழியெல்லாம் கிடையாது. இன்று கதை வேறென்பதால் தான் இந்த விளக்கம்)
ஆனால் திராவிட மொழிகளைப் பேசிய பெரும்பான்மைக் கருப்பு மனிதர்களுக்கு தனி (க் கருப்பு) மதங்களே இருந்ததில்லை என மெல்ல மெல்ல திராவிடர் மத அடையாளங்களைத் தான் கிட்டத்தட்டப் பூரணமாகவே விழுங்கி விட்டோமே…….
(உண்மையில் அது கடப்பாறையை விழுங்குவானேன் பின் கஷாயம் குடிப்பானேன் கதையாகத் தான் மாறப் போகிறது என்பது அது வேறு விஷயம்.)
……….. என்ற தெம்பில் ஆரியம் திராவிடர்களுக்கு எனத் தனி மதங்களே இருந்ததில்லை, ஆதியிலிருந்தே சனாதன ஹிந்திய மதம் தான் என்று எப்படி சொல்லத் தொடங்கினார்களோ அதே போல், கொஞ்ச நாள் சென்றால் மதத்திற்கு ஏற்பட்டதே மொழிகளின் விஷயத்திற்கும் நடக்கும். மொழிக் கூடாரத்துக்குள் முதலில் மத ஒட்டகத்தின் மூக்கு தலை தான் மெல்ல எட்டிப் பார்க்கும். பின் மொத்த இனமெனும் கூடாரமும் ஒட்டகத்தால் ஆக்ரமிக்கப்படுவது போலத் தான் கதை மாறும். கொஞ்சம் விட்டால் திராவிடர்களுக்கென தனி மொழி கூட இருந்ததில்லை எனவும் (ஹிந்தியை ஏற்று நமது தாய்மொழியை மறந்தோம் எனில்) சொல்லத் தலைப்பட்டு விடுவர். இது தான் ஹிந்தியத்தின் வாயிலான ஆங்கிலத்தின் திட்டம்.
கரியமக்களின் வாழ்விடங்களை ஆக்ரமித்தது போலவே அவர்களது மதம் பண்பாட்டுக் கூறுகளையும் திருடி விழுங்கி விட்டு இன்று உங்களுக்கென்று எந்த மதம் இருந்தது?! ஆதியிலிருந்தே நீங்களெல்லாம் காட்டுமிராண்டிகள் தானே எனக் கூறுவது அயோக்கியத்தனத்தின் கடைந்தெடுத்த உச்சம். இதை விடக் கொடுமை என்னவென்றால் கருப்பு திராவிட மொழிச் சமூகத்திலிருந்து வந்தவர்களே இடையில் ஏற்பட்ட நிற பேதம் காரணமாகத் தங்களது வேர்களின் ஒரு………..

………….. பகுதியை மறைக்க முயல்வது, அல்லது பெருமளவில் கைவிடுவது தான் இன்று பெரும் உலகப் பெரும் போக்காய், ஒரு பேஷனாய் உருமாறி வருகிறது.
அந்த வகையில் தமிழ் சமூகத்தின் கடைசித் தலித் இருக்கும் வரை தமிழ் அழியாது! ஆனால் இன்று இத் தமிழ் மொழிக்கு வேறு வகையில் இறுதியும் கடைசியுமான சில சத்திய சோதனைக் க்ளைமாக்ஸ்கள் கடைசியில் மத வடிவத்தில் வந்தே வந்து விட்டது. தமிழ் சமூகத்தின் இடை நிலை சாதிகளைத் தமிழைக் கைவிட வைத்து ஆங்கிலத்தின் முன் மண்டியிடவும் வைத்தாகி விட்டது. மொழியைத் துறப்பவர்களிடம் பெரிதாய் மதப் பற்றும் இருந்து விடப் போவதில்லை. ஆதலால் அத்தகையவர்களுக்குத் தமிழுக்கென்று தனி மதம் இருந்ததா என்ற தேடல் கூட எழப் போவதில்லை. ஆதலால் அத்தகையவர்களை ஏதாவதொரு பெரு மதம் ஸ்வீகரித்து அது தனக்குள் உள் வாங்கிக் கொள்வதிலும் பெரிதாய் பிரச்னை எழ வாய்ப்பில்லை. ஆனால் தலித்துகளும் மதத்தால் வேறுபட்ட இஸ்லாமியரும், சிலச் சிறுபான்மைக் கிறித்துவர்களும் கூட மதத்தால் வேறுபட்டும் கூட மொழியால் ………..

………….. இணைந்து தடையாய் இருக்கிறார்களே என்பதால் தான் இந்தியாவில் இதை எதிர்கொள்ள எடுக்கப்பட்ட ஆயுதம் தான் Religious polarization எனப்படும் மதத் துருவப்படுத்தல். தமிழர்கள் உடனடியாக இப்பவோ நாளையோ எனவிருக்கும் அவர்களது செல்வாக்கிழந்த மதங்களில் ஏதேனும் ஒன்றையாவது (இப்பவோ நாளையோ என பிராமண Intensive care unity க்குள் சிக்கியுள்ள
உலக மொழிகளுக்கெல்லாம் தாய் மொழியைப் போலவும், உலக மதங்களுக்கெல்லாம் தாய் மதத்தைப் போன்றதான தமிழ் மொழியும் மதமும் இன்று அம்மொழியைப் பேசுவோரிடையேயே விழிப்புணர்வும் ஒற்றுமையின்றியும் உள்ளதால், இந்த விழிப்புணர்வின்மை, ஒற்றுமையின்மை என்ற குழம்பிய குட்டையில் மீன் பிடிக்க விந்தியத்துக்கு வடக்கில் தன் வேர்களை ஆழப் பதிந்து கொண்ட ஹிந்தியம் தனது விழுதுகளை எப்படியாவது விந்தியத்திலும் இறக்கி விட வேண்டும் என நூற்றாண்டுக் கணக்கில் முயன்று அதை ஓரளவு சாதித்தும் கொண்ட ஹிந்தியம் இத் தமிழ் மண்ணில் ஒரு விழுதையாவது இறக்காமல் அப்பணி நிறைவுறாது எனத் தெரிந்ததால் தான் தனது முழு மூச்சையுமே கூட செலுத்தி, ஒரு வன்புணர்வைப் போலவும் கூட அச்சுறுத்திப் பார்த்துக் கொண்டுள்ளது. ஆனால் தமிழ் சமூகமோ அவ்வளவு எளிதில்

அச்சமுறுவதாய் தெரியவில்லை என்பதால் தான் தமிழகத்தின் மீது பட்டினிச் சாவு என்ற இறுதி ஆயுதத்தையும் கூட அது கையில் எடுக்கத் துணிந்து விட்டது. (இல்லை எடுத்து பிரயோகிக்கவே ஆரம்பித்து விட்டது)
அரசியல், பொருளியல், மதங்களில் ஏற்கனவேயே இத்தகைய நிறப் பாகுபாடுகள் உண்டு. ஆனால் நிறத்தின் அடிப்படையிலான இந்தப் பாகுபாட்டை இனிமேலும் மூடி மறைக்க முடியாத ஒரு காலம் மென்மேலும் நெருங்கி வந்தே தீரும். ஏற்கனவேயே பூமிப் பந்தில் அப்படி நிறத்தின் அடிப்படையில் கட்டமைக்கப்பட்ட மதங்களாய் தான் கிறித்துவமும், இஸ்லாமும் ……..

……… விளங்குகின்றன.எல்லா வெள்ளைத் தோல் மதங்களுக்கும் ஆப்பு வைக்கக் கூடிய கண்டம் இந்த விந்தியத் துணைக் கண்டம் என்பது இன்னும் வட ஹிந்தியர்களுக்கே புரியாத போது ஆங்கிலத்திற்கு எங்கே புரியப் போகிறது. நிறத்தின் அடிப்படையில் மதங்களும், மதங்களின் அடிப்படையில் மொழிகளும், மொழிகளின் அடிப்படையில் நாடும், கண்டங்களும் என்ற புதிய வரிசை முறைகள் தோன்றினாலும் தோன்றக் கூடும்.

…….. அப்போது தான் அது புரிய வரும், நேரும். கடைசிக்கும் கடைசியாக இந்த உலகின் வர்க்க விரோதங்களையெல்லாம் ஏற்ற தாழ்வுகளையெல்லாம் , உயர் தாழ்வுகளையெல்லாம் ஒடுக்கப்படுவோர், ஒடுக்கும் சக்தி என்பதையெல்லாம் இந்த இரண்டே இரண்டு நிறங்களில் இருந்து தோன்றும் நிற பேதங்களின் அடிப்படையிலேயே வகைப்படுத்தி விட முடியும்.
